Does the Torah provide us with tools to use when our spirits are low?

Yes. Fasting is a big one. The biblical fast is 24 hours of no food an no water as well no pleasures of life. You just commit yourself to prayer fasting and study. At the end of the fast the joy of Adonai is restored.

Another weapon is surround yourself with people who believe in the same God as you let them lift you up with prayer and council, good scripture and admonition. There is nothing better than being surrounded with the family of God in love, cheer and admonition.
